First Scheme to improve Irish Language Services for the Public published 30.09.04. 25 other Public Bodies to follow suit

The Department of Community, Rural and Gaeltacht Affairs' Language Scheme was published today along with guidelines aimed at helping public bodies to improve both the range and quality of Irish Language Services in the Public Sector.

These documents were published in accordance with the provisions of the Official Languages Act 2003, which is designed to ensure that a better availability and a higher standard of public services through Irish is provided in a coherent, planned and agreed fashion. This should allow Irish speakers to access, over time, as many services as possible in their language of choice, in a manner already available to English speakers.
The Minister for Community, Rural and Gaeltacht Affairs, Éamon Ó Cuív, T.D. also announced today the names of the first Agreed Schemes who will be requested to commence the process of drafting a scheme, in accordance with the guidelines.
The guidelines and this first Language Scheme are interlinked, as the Department's scheme can serve as a practical model for approximately 650 other public bodies and organisations. The Scheme published today covers such areas as;

Foilsíodh na cáipéisí seo de réir fhorálacha Acht na dTeangacha Oifigiúla 2003, atá deartha lena chinntiú go soláthraítear seirbhísí poiblí trí Ghaeilge, a bhfuil fáil níos fearr orthu agus atá ar chaighdeán níos airde, ar bhealach loighiciúil, pleanáilte comhaontaithe. LANGUAGE SCHEMES

The process of drafting a scheme by a public body commences when the Minister for Community, Rural and Gaeltacht Affairs calls upon each organisation in turn to do so.
Their schemes will be agreed on a three-year renewable basis by the head of the public body and the Minister. Each scheme will be customised to suit the individual public body and the public it serves.
While the Department of Community, Rural and Gaeltacht Affairs already provides a significant Irish and bilingual service as detailed in the Scheme, there are some services that are still only available through English. These have been targeted as areas for improvement.
The scheme published today outlines the services in Irish, in English and bilingually that the Department provides. Also outlined are the steps that will be taken over the next three years to ensure that specific new commitments outlined in the Scheme in relation to provision of services through Irish will be achieved, in most cases by September 2007.

PRINCIPAL FEATURES OF DEPARTMENT'S SCHEME

Communications with the general public relating to its services will be made available in both English and Irish, or Irish only where appropriate, including:
  • Brochures, information leaflets and application forms (fully bilingual and within one cover - most such documents already meet this standard; those that don't will be upgraded within three years)
  • Other publications (with the exception of some specialized and technical publications)
  • Press releases
  • The Department's website
  • Speeches or statements, including those in the Oireachtas, by Ministers or speeches by senior officials will be made available in the language(s) in which they are delivered.
  • Pre-recorded oral announcements, including the computerised element of our telephone answering system, to our customers will be in the Irish language, or in the English and Irish languages. This objective will be achieved by the end of the current scheme, i.e. by September 2007.
  • Receptionists and switchboard operators are often the first points of contact with the general public. The Department will continue to ensure that reception/switchboard staff are competent to deal comfortably through Irish as well as English with any member of the public.
  • Electronic delivery of services to our customers and IT systems that support service delivery; the Department is committed under the scheme to ensuring that new computer systems to be installed in future will be fully bilingual, and remaining systems that are not will be upgraded on a phased basis between September 2007 and September 2010 (i.e., on completion of the implementation of the Department's current three year IT Strategy) so as to operate fully bilingually.
  • One-to-one service delivery
A number of the Department's Divisions, including Voluntary and Community Services, the Local Development Unit, Drugs Strategy Section, Charities Regulation Unit and the Rural Development Divisions, are currently not in a position to provide a one-to-one service to customers through the Irish language.

In the case of each of these Divisions, the Department will ensure over the lifetime of this scheme the assignment or upskilling of at least one appropriate member of staff so that each of these Divisions can deal effectively through the medium of Irish with external groups, as required.

OTHER SERVICE COMMITMENTS UNDER THE ACT

A number of sections of the Act contain service commitments that apply automatically to all public bodies regardless of whether a scheme has been agreed with the individual public body as follows;
  • A person has the right to receive a reply to correspondence in the official language in which it was written (section 9(2)).
  • A limited number of key documents of public interest must be published in Irish and English simultaneously, for example, annual reports, statements of strategy and documents setting out public policy proposals (section 10)
  • The Act also provides for regulations to be made by the Minister in relation to the use of the Irish language, or the Irish and English languages, on stationery, advertising and signage used or placed by public bodies. Work is ongoing in relation to the making of such regulations.
